Comparación de tablas

Amigos:

Quisiera que me ayudaran con el siguiente caso. Tengo 02 tablas y quiero compararlas. El propósito es mediante formula copiar los registros de la Tabla 1 hacia la tabla 2. El detalle es que ambas tablas tienen DOI duplicados pero con diferente numero de Item. y estos deberan colocarse de acuerdo al numero de Item en la Tabla 2. Existen casos que pueden existir 03 o mas DOI en la tabla 1, pero en la tabla 2 solo existe 2 DOI, entonces el tercer DOI se debera colocar #N/A.
