Hola,

Dos opciones (entre otras): 

=SUMA(N(E22=M8:M16))
=CONTAR.SI(M8:M16;E22)

Cualquiera de las fórmulas te devolverá 1 si VERDADERO, o 0 si FALSO .

Y si quieres que te devuelva "COINCIDE" o "NO COINCIDE", puedes anidar las fórmulas en un =SI, por ejemplo: 

=SI(SUMA(N(E22=M8:M16))=0;"NO ";"")&"COINCIDE"
