No me funciona los botones de traer al frente-enviar al fondo

Buenos dias: Utilizo excell muy a menudo, ya que realizo mis fras. con él. Para el diseño de mis facturas

he utilizado en muchas ocasiones los de "ordenar" (en diseño de pagina) las imagenes y los cuadros de texto, pero en esta ocasión, no hay manera de colocar una imagen en el fondo y un cuadro de texto al frente.

¿Porque puede ser?
